Minnesota doesn’t charge sales tax on most services, but Gov. Mark Dayton’s proposed budget for 2014-15 would change that by charging a sales tax on many business-to-business and business-to-consumer services. At the same time, Minnesota’s overall sales tax rate would drop to 5.5 percent from 6.875 percent.
