More than 100 school districts were able to skim money from their local property taxpayers using a questionable calculation in the state’s school choice program. This exemption from state-imposed revenue limits allowed districts to raise taxes millions in total beyond what they lost to choice schools, all while some blamed the choice program for the unnecessarily high tax levies.
